LNRCS, NDMA, and Partners Hold National Dialogue on Anticipatory Action for Disasters in Liberia

(Monrovia, Liberia; November 28, 2025): As Liberia faces recurrent natural hazards, including seasonal floods, coastal erosion, storms, and public health emergencies such as epidemic and pandemic that pose significant threats to lives, livelihoods, and critical infrastructure, the Liberia National Red Cross Society, in collaboration with the National Disaster Management Agency and other key partners on today, held a one-day national dialogue on anticipatory actions to address these disaster risks in Liberia.
In recent years, there has been growing global recognition of the value of Anticipatory Action — a proactive disaster risk management approach that involves taking early, pre-agreed actions based on forecasts and early warning information before a crisis fully unfolds. By acting ahead of predictable shocks, AA reduces human suffering, minimizes economic losses, and strengthens community resilience.
The Liberia National Red Cross Society (LNRCS), with funding from SRC in collaboration with the IFRC/CC and key government partners, has completed a Multi-Risk Feasibility Study on Anticipatory Action (AA). The study assessed the potential for integrating anticipatory approaches into Liberia’s disaster management framework, identifying key hazards, triggers, and systems needed to act before crises occur.
The Liberia National Red Cross Society (LNRCS) has maintained strong collaboration with key national actors in Disaster Risk Management (DRM), including the Anticipatory Action (AA) initiative. Prominent institutions such as the National Disaster Management Agency (NDMA), Environmental Protection Agency (EPA), Liberia Meteorological Service (LMS), and the Armed Forces of Liberia (AFL), are among stakeholders working with the LNRCS on the AA. LNRCS co-hosted the AA National Dialogue in collaboration with these stakeholders (key among them, the NDMA and the LMS) to demonstrate national collaborative ownership and technical cooperation.
This National Dialogue on Anticipatory Action is a timely opportunity to align stakeholders, share lessons, and develop a coordinated roadmap for integrating anticipatory action into national disaster management and climate resilience frameworks and ultimately protect lives, livelihoods, and development gains.
By convening this dialogue, Liberia aims to validate study findings and advance Liberia’s resilience agenda, foster collaboration and strengthen coordination among humanitarian actors, government institutions, and communities and define a concrete roadmap for anticipatory action.
Given Liberia’s exposure to climate-related risks and the need to strengthen its disaster preparedness architecture, convening a national dialogue on anticipatory actions offers a timely opportunity to align stakeholders, share lessons, and develop a coordinated roadmap for integrating anticipatory action into national disaster management and climate resilience frameworks.
The National Dialogue on Anticipatory Action will serve as a critical platform to validate the study findings, advancing Liberia’s resilience agenda. It will also foster collaboration and strengthen coordination among humanitarian actors, government institutions, and communities for anticipatory action by sharing knowledge and defining a concrete roadmap.
Finally, the initiative is expected to help position Liberia as a proactive actor in disaster risk management, climate variability preparedness and public health emergencies, ultimately protecting lives, livelihoods, and development gains.
